1) Why should every question have an answer?

the answer to,"..."'"?"

3) As you can see from formulation 2), in actuality, this question is never asked, i.e., you never get to
the end of the regression to find the actual subject of the question. So until you do, there is no
answer; or better, really: until you do, there is no question.
